  • Who are we?
    We are the Portland chapter of the National War Tax Resistance movement. We are a grassroots group of Portlanders who offer free workshops, host community building events, and hold an annual Tax Day Redirection Ceremony to divert the money we would have paid to the military to causes and organizations of our communal choice.

  • What is War Tax Resistance (WTR)?
    WTR is the strategic practice of lowering or withholding money "owed" in federal taxes as a protest of how much of our tax money goes towards the military. WTR is a longstanding method of protest with immense creative potential both in the methods and strategies of tax withholding and in the ways we choose to redirect that money into our communities instead. WTR is customizable to fit your goals, beliefs, and risk levels.

  • Making a difference - redirecting our resisted taxes.
    We get to choose where to put the money we would have paid to the federal government. Each year, Oregon Community Peace Fund hosts a Tax Day Redirection Ceremony where we choose as a group where we want to divert our pooled resisted taxes. We get to enjoy the fact that we are putting our money where we want it to go.

The Oregon Community Peace Fund (OCPF) is exploring the feasibility of encouraging Oregon taxpayers to withhold all or a portion of their federal income taxes and instead redirect that money to Oregon state programs from which the Trump administration is withholding funding.

Oregon’s governor Tina Kotek
announced in August 2025 that the federal government has seized $15 billion of Oregon taxpayer money and is refusing to return it to fund essential Oregon programs, which is both illegal and unconstitutional. We believe this urgently requires us to organize as Oregon residents, to both protest this and to directly help fund these programs ourselves. We make this proposal with full understanding of the legal risks as federal taxpayers and a commitment to the continued economic stability of our state.

We propose two options for Oregonians to consider when redirecting their federal income taxes and we pose them to you here for feedback:

Option 1 focuses on Oregon taxpayers directly funding state programs. Our goal is for the state to establish a collective fund - comprising redirected federal taxes and/or donations - to allocate to the state programs that have experienced rescission. If the establishment of such a fund isn’t feasible in the next legislative session, how can we facilitate Oregonians donating directly to state programs that have lost funding, in the same sense that Portland residents can donate to their public school budget?

Option 2 focuses on the tactic of simply protesting the federal government. This would entail asking residents and businesses to pay into a state administered escrow account or an “in-trust” fund rather than to the IRS. This fund would hold Oregonians’ taxes until our federal government stops withholding funds. Ideally this would be in collaboration with other states to mount a wider protest. 

This proposal builds on the long-established foundation of tax resistance, the recently launched National Tax Strike campaign, and other national calls for state fiscal disobedience as a response to federal rescission.

Imagine if tens of thousands of Oregonian taxpayers refused to pay some or all of their federal income taxes this year and instead redirected their money to the specific Oregon government programs that have already been approved for funding but which the Trump Administration is holding funds ransom from. Our goal is to publicize our campaign as much as possible, talk to as many people as possible who may be in positions to further publicize the campaign, and ultimately make a real financial contribution to Oregon social welfare this Spring.
